If I am abroad on vacation, and my U.S. passport expired, how do I re-enter the U.S.?

Delo v tom, chto my girlfriend (naturalized citizen) is vacationing in Mexico right now, and only realized THERE that her passport expired one year ago. The Mexicans let them through to Mexico, but what does she need to get back to the U.S.? Her only other photo i.d. on her is her IL driver's license. She's coming back in two weeks...spacibo
