Condo association не заплатила 2K за уборку снега,

Yes, even verbal with witness, first send notice of intent to lien to the board, give dates of work/period and type- if not paid give 30 days, then file, in small claims court

One other thing , in intent to file a lien also state you will ask the court for legal fee's, for this collection, and make sure you ask for that in your small claim court docs.,
