Yes, it is true. There are many reasons: 1. People, who lost their houses during foreclosure, had stayed in their house for almost 3 years without paying and some were able to save some cash. After they were evicted, they had hard time to get mortgage or even to rent because their credit is below 600. But they still need to live somewhere. So they are buying anything below $60-50K (2br,1ba usually) and paying cash for it. 2. Investors are buying most of the cheap (under $100K) properties and renting them out. 3. There are not that much inventory anymore due to no more new constructions, therefore, the demand goes up and prices are going up again.
