You guys are right, there is sense to wait since the reform may kick in and change the established procedures. However, I would go and get married now. It won't harm. Besides by the time he will get a citizenship, they will be probably married for 2 years which entitles her to a permanent green card right away, instead of the conditional one. If the relationship is real and you do want to get married, you can do it anytime you want. It won't make getting a passport by a husband more complicated but can potentially simplify adjustment of status for wife. The longer people are married, the better.

Может и не повредит, но я заполнял Н-400 , то там есть вопрос, и вопрос какой статус у жены/мужа. Я бы, лично не рисковал, всякое может быть , но ето мое мнение.А позвоните адвокату на радио, даут бессплатный совет,а там вам решать, погуглите
